A new Grafana dashboard for the Kubernetes autoscaler. The dashboard code is re-used from https://grafana.com/grafana/dashboards/12623-cluster-autoscaler-stats/. You can see the new dashboard here https://grafana-route-rhacs-observability.apps.acs-prod-dp-01.pnz3.p1.openshiftapps.com/d/bf73f356-19e7-4b83-9f5c-f63cd2e647d5/kubernetes-cluster-autoscaler-via-prometheus?orgId=1, although not all required metrics are federated yet (see changes to
federation-config.yaml).
