ROX-26700: Add base ACSCS Tekton pipeline

Description

• Add base acscs tekton pipeline to reduce config duplication
• Merge PipelineRun for push-to-main and PR into single yaml to reduce config duplication
• Make acs-fleetshard-operator building only on push to main branch
