fix: move README.md from templates dir

Description

Seems that Helm cannot install a chart if it has non-yaml content in the templates dir.

We don't actually use Helm to install the tenant-resources so this doesn't cause any problems. For now it's just an annoyance during development, if I want to install a chart manually.

I just moved this README.md one directory above to fix the issue.
