This adds a pod which implements a Celery endpoint for sorting a list of file replicas by closeness to a specified geographical location. In the short term I would like to replace the Rucio DID finder replica sorting with this. In the long term it would make sense to move the sorting to the transformer sidecars, in which case a ServiceXLite instance could easily re-sort replicas using a uniform mechanism.
