…-net#38) 1. wrap the apis that are supported by new platform api in a way that to call npapi first and to call sfputil if the former returns NotImplementError. 2. for the functions that only available in sfputil, a helper module is introduced to replace sfputil.

support the following fields in sff8436:
dom_control_bytes_masks which represents the "7.6.1.5 Control Bytes", for disabling tx on a per-channel basis.
dom_option_value_masks which represents the "7.6.2.23 Options", for testing whether per-channel basis tx-disable is supported on the module.
support InitCompleteFlag.
