[sonic-utilities] Update sonic-utilities submodule to pick up new fixes

Why I did it

Pick up latest submodule changes from sonic-utilities.
Mainly to pick up the Skip Control Plane Assist for TH3 change but also picked up all other changes at the top of master branch of sonic-utilities as well...
