This is an experimental release. The v1.13 branch is based on v1.10 and adds various Quic-related changes.

This is a stable release suitable for use on Mainnet Beta

This contains the same changes as v1.10.41 plus the QUIC commits that were added in v1.13.1 and one new QUIC-related commit:
