Update block max cost limit to fix performance regession #19276

Problem

During performance test, bench-tps generated transfer transactions started to hit block max limit, therefore being rejected and retried by banking_stage.

This is the result of block max limit was set too low for now, partly due to increasing account read/write cost. Created issue #19275 to resync cost limit

Summary of Changes

increase block_cost_max by 10 times to accommodate updated account read and write costs;

Fixes #

…ad and write costs; Otherwise during performace test, banking_stage will start reject and retry transactions in next block, result regressed performance.

The code looks fine to me, but I don't know enough about the effects.

I think someone who has followed cost-model changes more closely better to review the code.
But my concern is that if we expect that these constants to be reasonable for foreseeable future or just a matter of time until they cause an issue on the cluster? and, if anything better than add-hoc tweaks can be done here?

Previous regression was caught by bench-tps. But that job is executing very specific type of transactions. How can we re-assure that a different kind of transactions (probably more similar to mainnet txs) will not be negatively impacted by this change or similar other changes in cost-model?

But my concern is that if we expect that these constants to be reasonable for foreseeable future or just a matter of time until they cause an issue on the cluster? and, if anything better than add-hoc tweaks can be done here?

These are all valid concerns - thank! I opened an issue (#19275) yesterday to address most of them, we are very close to have proper cost assigned. I also added note just now to make sure when limits are breached, system performance will not be significantly impacted.
This quick fix is to get master perf back to normal, so it doesn't not impact other people's work.

* Cost Model to limit transactions which are not parallelizeable (#16694)

* * Add following to banking_stage:
  1. CostModel as immutable ref shared between threads, to provide estimated cost for transactions.
  2. CostTracker which is shared between threads, tracks transaction costs for each block.

* replace hard coded program ID with id() calls

* Add Account Access Cost as part of TransactionCost. Account Access cost are weighted differently between read and write, signed and non-signed.

* Establish instruction_execution_cost_table, add function to update or insert instruction cost, unit tested. It is read-only for now; it allows Replay to insert realtime instruction execution costs to the table.

* add test for cost_tracker atomically try_add operation, serves as safety guard for future changes

* check cost against local copy of cost_tracker, return transactions that would exceed limit as unprocessed transaction to be buffered; only apply bank processed transactions cost to tracker;

* bencher to new banking_stage with max cost limit to allow cost model being hit consistently during bench iterations

* replay stage feed back program cost (#17731)
