Problem
When a testnet fails sanity checks,
ci/testnet-manager.sh
attempts to first kill and restart the cluster nodes while preserving the ledger ("soft boot") before recreating the testnet VMs from scratch. This unfortunately "soft boot" fails most of the time, usually withsolana-gossip
not finding any nodes.Proposed Solution
Fix it, then revert #3775
