XCM Monitor: Consolidate matching and segregate filtering

For the archive we will need to consolidate the matching, and stream the overall compound events, to filter them per subscription.
Matching will be unaware of the subscriptions, and the subscriptions apply later as filters.
This allows for (1) easy archive logic and (2) to cross data in the same subscription (e.g. multiple origins &c).
