The Free Radio Network (FRN) links a wide range of license-free gateways (such as PMR or FRS) and other users together over the Internet. You can easily join a server by downloading the FRN Client. The original software is only available for Windows and is closed source. More information can be found on http://www.freeradionetwork.eu/.
