Prototype of the flow based tabletbalancer originally proposed in #41

Reworked the integration into the tabletgateway, rebased onto slack-vitess-r14.0.5, and added a new --balancer_keyspaces option to enable partial rollout for testing.

So just for my understanding - in the example, what we want is for vtgate A and B both to realise that they need to send 1/24 of their traffic to each tablet in cell C?

I.e. The 'correct' load allocation for each tablet is 1/4; the tablets in cells A and B each receive 1/12 more load than that from their local vtgate, so siphon that off to the non-local, under-loaded tablets and split evenly between them.
