Fixes [bug] Provisioning instance type in unsupported availability zone #172 by creating a new subnet in each availability zone, thereby allowing instance provisioning to select any availability zone.
Fixes InsufficientInstanceCapacity when provisioning gateways #299 by retrying requests across multiple subnets.
Changes do_parallel to add a flag to return results only.

Based on this, the only resources which are tied to the AZ are: subnet, instances, EBS volumes and cluster placement groups
