Why alternate title not the same as the page title?

Why alternate title not the same as the page title? in the below example the theme is generating the website name first and then it is adding page title.

correct me if i am wrong, In my opinion, it should look identical to the page title right?

in my case old siforum theme is generating (Site name + title + Comments Feed word)

i think it should be like that for feeds and other rules.
