preprocess_tod,preprocess_obs, andmultilayer_preprocess_todinto one file with a single shared main function to call each.Todo: Clean up duplicated code, possibly simplify
preprocess_tod,preprocess_obs, andmultilayer_preprocess_todin order to build them around callingpreproc_or_load_group.
