Note that I have not included the other skin from that download, as that skin also exists in the official download for
4.6.5as well but had been excluded from our thirdparty folder.I checked before copying over the 4.9.11 files, and there were no customisations to any of the tinymce files in our thirdparty folder - so this is just a direct copy of 4.9.11.
