This will need the updated Dex to roll from staging to prod, but I have locally verified this PR works in staging (which has the updated dex instance):

COSIGN_EXPERIMENTAL=1 setsid ./cosign sign-blob --rekor-url=https://rekor.sigstage.dev --fulcio-url=https://fulcio.sigstage.dev --oidc-issuer=https://oauth2.sigstage.dev/auth --insecure-skip-verify README.md < /dev/null

OK, let's get the updated dex rolled out then we can merge this and release.

prod is live with v2.33.0 and I've verified this again against prod. just rebased and then this should be good to go.
