feat!: rework utcOffset parameter (kelektiv#699)

BREAKING CHANGE: `utcOffset` parameter no longer accepts a string
BREAKING CHANGE: `utcOffset` values between -60 and 60 are no longer
treated as hours
BREAKING CHANGE: providing both `timeZone` and `utcOffset` parameters
