Incorrect default processor count logic #8

The default memory setup has the same bug. In the hyperthreaded setup described above, if I give the application "-c 1", the above failure is circumvented, but then we get to this failure:
This second message is avoided if memory is also specified non-default, e.g., "-c 1 -m 4G". |

When Seastar is run on a machine with hyperthreads with default parameters, it fails with:
The problem is that if you have, for example, 12 cores and 24 hyperthreads, configuration.cpus is set, by default, to 24, yet resource::allocate() (resource.cc) checks, and fails with the above exception, if that is higher than 12.
