Can the pop-up be moved? Or have an option to it be always on top?

Hi there -
First of all, please excuse if I am using incorrect terms. I will try to clarify what I mean:

Is there any way the popup can be moved a little to the left (or show on the left-hand side of the page instead of the right)?
Or can there be an option for it to always be the top (and active) element?

The issue with the current placement is that it also is where the scroll bars are. On my browser, they only display when moving my mouse into that area.
What happens is that the "next subscription" button in the BGG++ pop up can sometimes be very difficult to click as the scroll bars cover it.

The other thing that happens is that the BGG++ popup remains inactive (lighter colored) and I often click on the ad instead of the buttons in your pop-up. (Placement change won't help with, but keeping it always active -- dark colored, clickable -- would help this.)

I am on a Mac with Sierra, Chrome Version 61.0.3163.100 (Official Build) (64-bit) -- but this has happened with other Chrome builds.
I don't use my PC as often, so don't recall which of these issues happen on PC.
