Summary

⚠️ Base this work off of HYKU/i1019-batch-email-notifications ⚠️

Set up MailDev for the staging HYKU server: https://playbook-staging.notch8.com/en/devops/maildev

PS. We will need to do this again for pals directly, once they are knapsacked.

Acceptance Criteria

  • A dev should be able to send a test email within staging, and see it appear in the mail dev inbox

This commit sets up maildev for staging. It also temporarily enables email for notifications, for testing purposes. This change will be removed after confirmation.
