Get UI working with dual boot conditionals

User Story

#23 we are able to bundle and boot up the app, but there are still issues. Navigating to the UI will reveal them.

For now, in support of dual boot consider wrapping the problematic code in App.rails_5_1? conditionals.

We can worry about getting it to actually work in the clean up tasks and when we're ready to depart from 5.1.
