Use github packages repository for kotlin-maven-plugin-tools (#835)

### What's done:
* Bump kotlin-maven-plugin-tools from 0.9.25 to 0.9.26
* Changed pluginRepositories in pom.xml
* Update CI workflows
* Added notes in README.md
