Add support for Blacklight 7

Descriptive summary

Blacklight 7 has been available for some time. We need to get a handle on how hard it will be to upgrade.

Rationale

We should keep our core dependencies up to date. Also, there may be a11y fixes in BL 7 that we want in Hyrax.

Related work

There's an initial branch here: https://github.com/samvera/hyrax/compare/bl-7. blacklight-access_controls and ``blacklight-gallery` both need updates to support 7.x first.

I'm tentatively adding this to the 2.x series, though practically this may require a major Hyrax version.

@no-reply I have no idea. Presumably this was discussed at the Blacklight conference. Maybe @tampakis or @jkeck knows something?

Current status (in the bl7bootstrap4 branch):

• I believe the following (related) tests are still failing:
  • spec/views/hyrax/base/_member.html.erb_spec
  • spec/views/hyrax/base/file_manager.html.erb_spec.rb
• I don’t think the changes to the catalog controller described in Update to Blacklight 7.0.1 have been applied. Should they be?
• blacklight-gallery is currently throwing a Javascript error which needs to be investigated. See blacklight-gallery has JS errors in Blacklight 7 #5343.
• Remaining frontend issues will be described in Support Bootstrap 4 #5276.

If we are aiming for Bootstrap5 instead of Bootstrap4, we might need to aim for Blacklight 7.22.0 to make sure Bootstrap5 is supported (https://github.com/projectblacklight/blacklight/releases/tag/v7.22.0). Checking now on what is possible and how best to do this in #5276.
