[BUG] FutureWarning is displayed for unused cloud providers

Description
I'm getting warnings about providers being deprecated that I am not using on every salt-cloud run.

Steps to Reproduce the behavior
Run any salt-cloud command with another provider than azurearm or msazure configured.

My current cloud.providers contain only one entry using driver: ec2. No other provider configuration exists.

Expected behavior
Do not show deprecation warnings for providers I am not using.
