Would you like to propose some release notes for the GitHub release text?
I'm not sure about our MSRV policy
An explicit policy was just clarified in the base Rustls crate: https://github.com/rustls/rustls/blob/main/SECURITY.md#minimum-supported-rust-version
FWIW I don't think we've treated MSRV bumps as semver impacting in any of the other Rustls org crates. I think it's reasonable to do the same here.

We seem to have updated MSRV, I'm not sure about our MSRV policy, do we need to release 0.27.0? cc @djc
