Merging since we need this fixed in Rust CI to unbreak the toolstate (breakage was only today so there's no nightly we can test against, only Rust master). |

Also sets up CI to run checks against newest Rust master branch.Tested locally using
rustup-toolchain-install-masterand seems to work!Will work on checking PRs against Rust master branch in a separate PR.
