There are some very rare circumstances that can cause a double panic during
development. For example, .with_json("") (or any invalid JSON) will panic, and then the drop
will also panic. This can cause a confusing SIGILL.

Is panicking in Drop impls generally considered a terrible idea?

I think it depends on what Drop is doing. If the failure is so critical that it would be unsafe for other threads to continue, I think aborting is the right thing to do. I've seen other crates check for panicking like this for similar situations ("finish" functions used to finalize a builder) where the consequences are not critical.
