  1. fix: prefer env variables over config files 

    This patches fixes the precedence in these cases:

- CARGO_TARGET_ROOT is now preferred over build.target-dir
- RUSTC is now preferred over build.rustc
- RUSTDOC is now preferred over build.rustdoc
