ARMv6K HorizonOS - Fix backlog for UnixListener

Simple `#[cfg]` fix to avoid using `libc::SOMAXCONN`, which isn't defined for the `armv6k-nintendo-3ds` target.

Edit: This is similar to rust-lang#119632.
