Validation errors not reported for SCM/ACLs #132

After adding "automatic API downgrades", validation errors for SCM perform inputs, and ACL actions are not reported correctly if RD_API_DOWNGRADE=true, the only result is Action project-commit failed: (error: 400 Bad Request)
