Show apply progress

It would be awesome if apply takes long then write progress to the comment.
Currently, even I ran with atlantis for long time taking .tf but atlantis keep silent until all apply has been completed.

Hi Ikiru, thanks for the issue. Yes I agree that it would be nice to have some more feedback on the pull request during a long apply.

One question, do you see the build status being updated with "Apply Pending"? This is one way to know the apply is still happening.

I'm going to close this as a duplicate of #185 which also talks about better feedback for apply's.
