ATLANTIS_GH_TEAM_ALLOWLIST with GitHub Enterprise?

Wondering if I'm missing something, as I can't seem to get the team allowlist working with GHE. Always says the user doesn't have permission to run plans or applies.
I've checked everything I can think of and it's just not working. I am using the team name, not the slug. My bot user is a member of the org and admin of the repo I'm using. Everything works fine when I omit the ATLANTIS_GH_TEAM_ALLOWLIST env var and use apply requirements, taking advantage of the branch protection. But as soon as I use the team allowlist var, it just doesn't work.
I've tried setting the ATLANTIS_GH_ORG var to see if that helps, but no joy.
Has the GH team allowlist flag/var been confirmed to work within a GHE enterprise with multiple orgs?

what are the team names? how did you set it up? show the content of the variable.
