Anyone can add a system dependency for shinyapps.io. You just need to follow these instructions and open a PR against this repo: https://github.com/rstudio/shinyapps-package-dependencies/blob/master/CONTRIBUTING.md

Once the PR is merged, we will update the shinyapps.io servers to include the new dependency.
