Made changes to README and Description, added issue template
Addressed some comments on Documentation chapter, added issues for remaining points
Plan for next steps: Address key parts of proposal that still require attention
- merging of testing chapter
- waiting for review on intro #72 (Heather & I)
- new issue for Docs chapter needs to be opened still

Merged Linux PR
- remaining issue of sys deps on Fedora, we not wave list and will be updated
- how to update web version of doc? figure out what is happening w/ actions workflow
Windows: almost under control, will ask for feedback on text for #74 by requesting review (in coming days)
Still early w/ macOS, just updated to Ventura
Will focus on Gh workflow doc; unclear where to add (as Gh is a semi-official route); will ask on Slack
