Tuning ROSplane is becoming a large task, requiring more utilities. To prepare for this, I have created a separate rosplane_tuning package that will include all utilities and files that are used in the process of tuning ROSplane. This includes moving the tuning_signal_generator and data_viz to the new rosplane_tuning package.
I also added a README.md file for the new package explaining the usage of the signal generator.
