Per commit 54f1ed2, Follow-up with NHC about seemingly incorrect format of east Pacific probability stations.

NHC advises these files are old; will attempt to update if possible but more than likely will be removed. Will wait to see how it is handled.

As of 2018-03-25, this issue cannot be closed. Output of EP stations has not changed.

The probablity stations lists have been updated for AL EP and CP. Four columns of data have also been added but at this time I cannot find documentation on what these columns represent; they appear to have one or two unique values each column.

These functions will not be deprecated at this time. They have been modified to accompany the new data along with documentation on warnings provided.

Probabily station datasets updated (#46)

* `al_prblty_stations` and `cp_prblty_stations` source datasets added
  new columns. These columns are included and documented in help files
  though no codebook-type reference exists on the meanings.

* `ep_prblty_stations` is now a complete dataset matching AL and CP;
  original thought of deprecation is now deprecated and the func will
  remain.
