According to
https://github.com/pholser/junit-quickcheck/blob/master/core/src/main/java/com/pholser/junit/quickcheck/random/SourceOfRandomness.java#L257,
randomInt should return a value within the range [min, max]. However,
current implementation generates a value within the range [min, max).
