This commit re-implementes the LegacyResourcesPatcher import extension.
Changes on the devotion update caused changes within the LRAPI.dll, which caused the original import extension's binary diff file to output an invalid assembly file. as such the extension point was removed in version #21.
This PR Re-Implements it with the necesary changes to include the new entries added in the Devotion update. This will greatly affect the trout population
