This reverts commit 6f2d0c3.I hereby agree to the terms of the RisingWave Labs, Inc. Contributor License Agreement.

What's changed and what's your intention?

Revert feature "PAUSE and RESUME on source". Because we already have ALTER SOURCE <name> SET RATE LIMIT = 0;. To keep consistency, let's revert it.
