feat(manager/gradle): add support for AndroidX Compose plugin

Changes

• Added support for Android Jetpack compose compiler updates via kotlinCompilerExtensionVersion property.
• Made = optional for all implicit plugins, as kotlinCompilerExtensionVersion and in fact all analogous toolVersion (e.g. here) occurrences can also be specified without.

Context

• Partly closes Add support for jetpack compiler kotlinCompilerExtensionVersion  #18354
  • Inlined version catalogs are not yet parsed with the catalog name as scope
  • renovate doesn't distinguish between variable and property, so libs.versions.kotlinCompilerExtensionVersion.get() doesn't work
