Move the code defining the input data files into own function, because it is not only used in updateInputData.R but also in the new release script

Purpose of this PR
The two scripts automatize most of the steps to be taken to prepare and publish a release. Some steps remain to be done manually. The scripts are part of a longer workflow described here https://gitlab.pik-potsdam.de/rse/rse-internal/-/wikis/PublishModel
