Purpose of this PR
Add an overshoot scenario to the default REMIND scenarios. The suggested scenario is based on the LOS scenario in ScenarioMIP. However, overshoot scenarios are present in many projects (e.g. RESCUE, OptimESM, ScenarioMIP), and as discussed with Lavinia, it makes sense to have such a scenario among the default REMIND scenarios.
