What does this PR do?

As a part of #166 (Onboard Alizer to Devfiles), we need to update the license of this repo to Apache License 2.0

This PR follows the same format from the devfile#547, so we need to have approval from all repo contributors.

Which issue(s) this PR fixes:

Fixes #176
