Update the digest updater workflow to incorporate the new release 2023b #509

Part of work of the opendatahub-io/notebooks#237

Important notes before merging this change:

  • Need to create the new branch for the release-2023b on the notebooks repo
  • We need to update the params.env file by switching the releases. N has to become N-1(2023a) and the N to be the new release (2023b)

  • The commits are squashed in a cohesive manner and have meaningful messages.
  • For commits that came from upstream, [UPSTREAM] has been prepended to the commit message
  • JIRA link(s):
  • The Jira story is acked
  • An entry has been added to the latest build document in Build Announcements Folder.
  • Testing instructions have been added in the PR body (for PRs involving changes that are not immediately obvious)

From 1.35 RHODS onwards, the manifests might be taken from in-repo of component.
opendatahub-io/opendatahub-operator#579
