Implement fix for objectKeyRx and directiveRx which caused comments to result in duplicate panels. Also additionally added support for quotes around #base and #include directives

This release fixes a bug with relative output paths of missing directives. It also ensures that all directive paths are output with forward slashes instead of backslashes.
