Removed Jekyll and replaced with Hugo
Updated nav and site structure
Updated to first pass content

Corresponds with Doc Site intern update - rapidsai/docs#319

Todo:

  • Review content / check for typos / get sign-off
  • Update Announcements
  • Update benchmark numbers and link to notebooks
  • Setup Privacy / Terms page (will happen after launch)
  • Setup Analytics - currently only GA4
  • Publish Doc Site Updates
  • Publish Deployment site Updates
