Move Feature Gate and Arg List logic to K3s

While adding windows we made some functions to do feature gates and args lists which should be generic and in k3s in some form of a utils library. Should be a quick change but we dont want to release k3s again this close to rke2 release so adding this issue to track the moving of the functionality later.
