Prebuilt binary of mago-mi.exe available through AppVeyor build jobs

The Mago debug engine and the Concord debugger extension are part of the Visual D installer.

The GDB like command line interface mago-mi.exe is now built and published with builds on Appveyor. If you don't want to wait for the next release of (DLang IDE)[https://github.com/buggins/dlangide] or compile it yourself, you can grab the latest build from the artifacts of the build staged on AppVeyor.
