This PR updates the CI matrix to use latest JRuby, 9.2.7.0.

Ah, the issue was socketry/nio4r#213 - no specific java version of the gem released.

Update: Now we're green on all platforms, again. Nio4r 2.4.0-java: https://rubygems.org/gems/nio4r/versions/2.4.0-java
